Southwest Energy Efficiency Project (SWEEP) is leading efforts to increase energy usage transparency in commercial buildings to unlock opportunities to create jobs and reduce energy costs for businesses. This bill gives tenants and investors the right to know the energy rating for a commercial building before completing a lease or sale transaction, ensuring they can compare the energy efficiency of buildings.

The Rio Grande Chapter of the Sierra Club and the Coalition for Clean Affordable Energy are also major supporters of this bill in the 2011 NM Legislature. Senator Carlos Cisneros is the sponsor for the bill.

New Mexico commercial customers paid more than $1 billion for electricity and natural gas in 2008, most of which was consumed in buildings. Businesses are missing major opportunities to reduce their energy costs because they lack basic energy performance information about buildings when they lease or buy a property. They cannot identify or compare the energy efficiency of buildings and as a result, they often lose out on potential energy savings.
